Management

The Directors are as follows:

Kevin Foo, aged 58, Non-Executive Chairman

Kevin is a graduate in metallurgy from Ballarat School of Mines and holds an MSc and DIC from Imperial College London. He is a member of the IMMM and the American Institute of Mining Engineers and has had a 36-year career in all aspects of mining, including technical, operational, project management and running public companies with Aberfoyle Limited, Minproc Engineers and Bakyrchik Gold Plc. He has worked on five continents including 17 years in Kazakhstan and Russia and is a specialist in the development of mines in the former Soviet Union. He is currently managing director of Celtic Resources Holdings Plc and chairman of Victoria Oil and Gas Plc and was appointed to the Board on 6 June 2007.

Jimmy (Jim) Don Ford, aged 53, Chief Executive Officer

Jim has twenty six years’ experience in the energy sector most recently as president of Daytona Energy Corporation. Prior to this he has worked at Intercap Resource Management Corporation, Petrolera Santa Fe (Ecuador) Ltd and Santa Fe Energy Resources Inc. He is an international negotiator having been directly involved in Argentina, Colombia, Peru, Bolivia, Paraguay, Ecuador, Yemen, Congo, Angola, Australia and several Russian republics, as well as Indonesia, and the People’s Republic of China where he was responsible for negotiating the first ever production sharing agreement in onshore China. Jim was responsible for setting up in RDL in 2004 and is currently acting as chief executive officer of RDL on a consultancy basis.
Jim graduated from Texas State University in 1977, where he obtained a B.A. degree in Geography and Political Science, and an M.B.A. degree from Houston Baptist University in 1982.

Ernest Barger Miller IV, aged 38, Commercial Director

Ernest has thirteen years’ experience in energy finance, development, and management with both private and publicly quoted companies in the US, including BPZ Energy, Daytona Energy, Tiger Midstream Investments, LLC, Calpine Corporation and PanCanadian Energy Services. He has worked in all areas of the energy value chain including exploration and production, midstream management, and power generation in the United States, Bolivia, Peru, and Cameroon. Ernest is currently a consultant acting as chief financial officer for RDL.
Ernest has a Bachelor of Science degree from the University of the South and a Master’s degree in Natural Resources Development from Texas A&M University.

Alan Richard Havelock Thomas, aged 58, Executive Finance Director


With a background in management and accountancy, Alan has over 30 years of experience working within the oil and gas sector. After qualifying as a Chartered Accountant, Alan spent 18 years at stockbroker Kitcat & Aitken where he was partner responsible for oil and gas sector research and performed associated corporate finance work. He is currently a non executive director of Independent Resources plc, an AIM quoted oil and gas company and was finance director of WHAM Energy plc until its recent acquisition by Venture Production plc. His previous experience includes being the group financial controller, group treasurer, and programme manager for Kuwait Petroleum Ltd; non executive director of Rigel Petroleum UK Ltd and of Rigel Petroleum (NI) Ltd, subsidiaries of Canadian quoted Rigel Energy Corp; non executive director of Sefton Resources Inc.; and he helped found, finance and manage (in a non executive role) an executive health screening business, City Healthcare Limited.
He is currently chairman of the Oil Industry Accounting Committee and has established his own consultancy business, Entepen Consulting Ltd.

John Page Killer, aged 64, Non-Executive Director

John was educated at the University of Queensland where he received his BSc in Geology and Mineralogy in 1965. He has over 40 years’ experience in petroleum geology and as an accountant in the oil and gas industry.
John has developed an extensive set of skills encompassing: well site geology, oil and mineral prospect evaluation, exploration and production management, project accounting and budget and corporate report preparation. He has worked in the United Kingdom, North Sea, South East Asia, former Soviet Union, United States of America, Morocco, Libya and Australia.
He is currently a director of several resource companies including Cap Energy Limited, Sigma Exploration Ltd, Firstland Petroleum Corp., Pirson Environmental Engineering Ltd, Genoco Ltd, UK Gas Ltd, Gestion Ltd, Seven Star Natural Gas Ltd, International Energy Network Ltd and British Oil Exploration Ltd. In these roles he has also worked with a number of nominated advisers and stockbrokers on share flotations and funding. In addition, his prior experience includes working for Firstland Oil & Gas PLC as general manager, Sigma Resources PLC as general manager and a director, Amoco (U.K.) Exploration Co as project accountant and cost controller, Endeavour Oil Co. as a petroleum geologist and Core Laboratories Inc. as a well site geologist.

Colin Manderson, aged 58, Non-Executive Director

Colin has in depth international experience gained through both private and publicly quoted industrial companies in Europe and America. He is currently a director of Broad Cairn Limited and a nonexecutive chairman of SparesFinders Limited. In addition he is a director of the following: Albyn Management Services Limited, Gulvain Energy Limited, Scottish Hockey Union, Tayking and Marlake Limited. He was previously the chief executive of ASCO plc and director of Stratos Global Communications and Stoneyhill Waste Management Ltd.

William Cameron Kelleher, aged 49, Non-Executive Director

William is a veteran of the oil and gas business with 27 consecutive years’ experience in the exploration and production upstream side of the industry. He has spent 15 years in SE Asia, 2 years in Africa and over 10 years in the former Soviet Union. Prior to his involvement with RDL he was cofounder and managing director of Victoria Oil and Gas Plc and the vice president of Central Asia for ZAO YUKOS EP. William brings considerable experience in the form of business development and upstream exploration and production technical skills.
